Fixed: plurals aren't recognized by `gather-messages.sh` since #1239

plurals are readded to the POT.

Hey, I know it's a while since the last update, sorry for that.
But here's another complete update, including the latest translations
from Transifex and a complete updated and fixed source catalog
(messages.pot).

this Translations are NOT reviewed. So no guarantee for correctness!
I also corrected the help screen of gather-messages.sh, added missed
functions.

improvement arount line 286 in `templates/header.inc.php`. I think it's
better to have one coherent sentence because to translate
one sentence
in pieces is slightly confusing.

Some English sentences updated + code-style fix of update.class.php. Pls
rewiew the changed php and php.inc
files for eventual problems. First of all 'lib/class/update.class.php'

French lang names are not translated. My thought is that translating the
langnames from English to French would result in big confusion.
If @arnaudbey or anyone else could write in #391 what translations are
wrong and write the corrected form under it, I will do the rest if it is
simpler for anyone.
Updated German translation incl. 'locale/base/messages.pot' due to
latest changes and 'locale/base/translation-words.txt' because of double
defined msgid "Transcoding".
mo's 'n' po's updated.
BTW: In the /lib/class/registration.class.php and in the
/locale/base/gather-messages.sh are windows line andings witch breake
the execution of gather-messages.sh
Gettext plural functions T_ngettext and ngettext corrected.
Gettext now also detects that plural strings as plural strings.
Updated gather-messages.sh keywords.
